libraries/restart-without-asking is owned by libc6

Only variables that have their owner set to something other than "d-i" will be
propagated to the debconf database for the installed system [0]. This commit
moves the preconfiguration for libraries/restart-without-asking from d-i to
libc6, one of the binary packages "owning" the question. This make it actually
work as intended.

(Looks like that even if the d-i answer is not propagated to the debconf
database, the "seen" status of the question *is* altered. This caused quite
some confusion while trying to understand why the setting was not getting
propagated.)
