Modified includechecker.py to permit a specified set of includes for a particular sub-tree.
This makes it possible to #include things from Qt in the include files for the shell interface, but still flag them as illegal for other include files.
Also moved includechecker.py to the test/headers directory because that's were the other header-related tests are.
