Extract scope_id from metadata when handling activate request, so that activation/click feedback have specific scope ids. Added Unity.HomeScope.verbose_debug and restrict preview/metrics debug output based on it.
Added SMART_SCOPES_QUERY_MIN_DELAY_MS, SMART_SCOPES_QUERY_MAX_DELAY_MS constants that define delay before sending smart scopes query off to the server. Set them to 50 and 100.
Fixed preview parsing bug if description_html is empty. Fixes: https://bugs.launchpad.net/bugs/1160476.
