[fnordahl, r=aurelien-lourot] Double the hard limit for runtime of func jobs

The combination of increased number of charms, test coverage,
number of permutations under test, and a loaded CI cloud; some
charm gates struggle to complete their tests within the current
12 hour hard limit.

Double the limit to 24 hours.
