Add env JUJU_CHANNEL to build_charm_pusher.sh

This option allows the jenkins job to pass the env
JUJU_CHANNEL to the build_charm_pusher.sh script that will in turn
call the script 'push-and-release' in release-tools. This is to
enable the interim option of enabling a stable branch to be pushed
to ~openstack-charms/<charm> in a specific channel.
