Bump server ABI to 20, as we've already got around 2000 lines diff of header
changes since release 0.1.9.

NOTE: Normally one would also bump MIR_VERSION_MINOR at this point. But in
this particular case MIR_VERSION_MINOR was already bumped in readiness.
