[IMP] Modified the VAT and income tax workflows to move from any state to canceled

Was modified to load l10n_ve_withholding_islr invoice.py of lines of a bill after the retention has been canceled

Was modified at the hearing status of cancel button, to appear in all states because it can go from any state to canceled
