correct shell command invocations

"cat" isn't always /usr/bin/cat and we have to be careful
about providing the "--mtime" option to tar

* autoopts/tpl/cmd-doc.tlib: use "command -v" to find "cat"
* pkg/libopts/mklibsrc.sh: (make_tarball): use clear tests
  to decide when to use "--mtime" et al. with tar.
