configure: Accomodate Gentoo naming of enchant.pc
* configure.ac: Change the pkg-config test for enchant from
"<= 1.6.0" to "!= 1.6.1"; Gentoo provides enchant versions 2.x.x
with enchant.pc, not enchant-2.pc.
