Add support for PROJ.5 new API
- Adds a new --with-proj configure flag that is an alias to the deprecated --with-static-proj4
- Adds a --with-proj5-api switch that can be explicitly set to no to still force use of the proj_api.h (at some point that switch will be removed)
Requires proj 5.0.1 or later to make autotest suite pass.
