Add automatic isochronous allocation code to Juju using new kernel features
available in 2.6.30.  Older kernels fall back to using a channel number
equal to the camera's node ID and do not allocate the resources from the
resource manager.

Functions for manual iso allocation are now possible, but are not
implemented yet.
