Make the compiler used by Makefile.devel customizable.

* Makefile.devel: Require GNU make.
(CC): Use value from the environment, if set and non-empty.
(CFLAGS): Use value from the environment, if set.
* autogen.sh (GMAKE): New variable.
Use it for executing Makefile.devel.
