    * codegen/docgen.py: lots of docbuild updates.

    * docs/pygtk-docs.xml: add driver file.

    * codegen/docgen.py (DocbookDocWriter.write_class_header): add a
    <?xml?> PI at the top and a doctype when in XML mode.
    (DocbookDocWriter.output_toc): write a much shorter driver file
    that just includes the <reference> node, and uses XIncludes to
    include the other files.

    * docs/build-docs.py: move file to docs directory.

    * NEWS: update news file.

    * configure.in: increment version number.
