Break build in Docker

Docker Ubuntu images ship with missing translations in /usr/share/locale.

These are exluded by design in /etc/dpkg/dpkg.cfg.d/excludes to make
the images lighter.

Some scripts in console-setup read /usr/share/locale to generate
translations.

Building Ubiquity in chroot instead fixes keyboard layouts not being
applied correctly in languages other than English.
