[r=matt-goodall] Update u1-test-utils to 0.5 for 20-char authtoken support.

Note I haven't yet removed 0.4, to avoid an embrace of death with SSO. Once the merge for SSO to use 0.5 propagates, I'll request another one to remove 0.4.
