Add option to allow alternate location for job config files.
* init/main.c:
- Added "--confdir <dir>" command-line option.
- handle_confdir(): New function to select alternate confdir using env
var "UPSTART_CONFDIR" or command-line option (for testing).
* init/paths.h: Added define for CONFDIR_ENV.
