* init/tests/test_job.c (test_free_deleted): Found a bug; because
master instances never change state, they never end up in the deleted
state so are never reaped.  Add some test cases for cleaning them up,
but not while they have remaining instances.
* init/job.c (job_free_deleted): Implement the bug fix.
