Merged lp:~widelands-dev/widelands/bug-1795871-lua-set_workers:
Ignore workers in WorkerQueues when setting the amount of "worker" workers by script and test the funtion.
- Fix bug when setting inputs/workers via Lua
- Add new attribute 'is_stopped' and new method 'toggle_start_stop()' to
LuaProductionSite
- New test for the input queues
