* Avoid trying to set background image, when requested not to (LP: #1128597)
* Instead set background color, when not displying image.
* Many settings migrated from gconf to gsettings, adjust accordingly.
* Drop gconftool.py, not needed anymore.
* Make panel.c aware of screen & display changes, prevents visual
artefacts on nexus7 when screen is changing or external monitor is
plugged in and resolution is changes.
