Remove follow-recommends from desktop temporarily to get an image built.

There's a path

  powerd -(r)-> ofono -(c)-> modemmanager <-(r)- network-manager
                                          <-(r)- libmm-glib0 <-(d)- network-manager

in the germinate output which leads to a conflict. This will be resolved soon
by removing the conflicts and making the recommends an alternate with
modemmanager preferred.
