Create "Xubuntu Seventeen", which is directly based on "Xubuntu Fifteen".
Major changes include:
- Mobile first responsive design
- Drop expandable/collapsable mobile navigation in favor of a pointer to the footer navigation
- Use CSS grids for galleries
- Clean up CSS code
- Drop the unused "featured gallery" template
