Better trigger that detects and enables patch for django ticket 15155

This is a relapse of ticket http://code.djangoproject.com/ticket/15155 It's
still not fixed in django 1.2.5 so simple version checks will fail. This patch
assumes the fix is correct and enforces it if the regular expression has
different pattern.
