Splitting setup.py to metasetupinfo.py and setup.cfg
* metasetupinfo.py contains the meta information for DistUtils. Could be useful
for later to import elsewhere, doesn't hurt.
* setup.cfg for now only contains the formats were are building source builds for
* adding new files to MANIFEST.in
