First part of file-based password blacklisting.

Location and names of password blacklists are subject to change.

Includes:

* App config class for identityprovider, to run blacklist loading code
  on startup.
* Utility functions to load, get and query the blacklist set.
* Hooking this up to the BasicValidator.
* Low-level tests for blacklist function and BasicValidator.
* Test for the registration view.
* Test for the "log in with blacklisted password" case - not fully working yet.
