Shuffle modules to be under the same hierarchy:
- linaro_media_create -> linaro_image_tools/media_create
- hwpack -> linaro_image_tools.hwpack
- tests -> linaro_image_tools.tests
this will notably give us a place to share code between
linaro_image_tools.media_create and .hwpack.
- linaro_media_create -> linaro_image_tools/media_create
