Cleaned up s7.c and added a 24 Hz strobe.  Increased mode limit to 32 (was 16).
Converted tabs to spaces.
Removed comments and extra bits of code which weren't really needed.
Updated comments to reflect current status.
Removed extra loops in fixed-speed strobe modes.  May need to recalibrate
  timings now though, since there's now a low_voltage() check between every
  two strobe pulses.  Not sure how long that check takes.
Added ~24 Hz strobe mode (similar to the frame rate of a movie).
13 total modes now...  should probably get rid of some.
