  - Only amend extra-options on a successful vers=4 mount

* Add nfsdcltrack to nfs-kernel-server.
* Add libsqlite3-dev build dependency for nfsdcltrack.
* Do not try to install dropped ChangeLog.
* Adjust version of replaces due to manpage move.
