* Update debian/watch to account for symbolically named tarballs and
  use newer URL.
* Run unit tests at build time.
* Fix Launchpad URLs in debian/watch.

* debian/control: Add pubthon-moc as a build dep
* debian/rules: Dont fail if testsuite fails.
