To do this, we check the sha1 of the existing file against the sha1 of the proposed replacement text. If they match, don't bother writing the file. This also requires a change to preprocessor/Makefile.in, we remove the phony check_options and register_diagnostics targets and instead specify check_options.o and register_diagnostics.o differently from the suffix target.
