* Resynchronize on Debian, remaining changes:
  - Add udev rules to give gpg access to some smartcard readers;
    Debian #543217.
    . debian/gnupg2.udev: udev rules to set ACLs on SCM smartcard readers.
  - Add upstart user job for gpg-agent.
